Winter Termination Program (WTP)

Service Description:

The Winter Termination Program (WTP) is a utility shut-off protection program for low-income and vulnerable individuals during the winter season. Utilities such as gas and electric can be protected from shut-off between November 15th through March 15th. Participants must produce a down payment and agree to a 12-month payment plan before enrollment.


A down payment of up to 25% of the outstanding balance is required. Fees are individually determined by the applicant's utility provider. Please call for more information.


Open to low income and vulnerable households in New Jersey, including:

- Temporary Assistance for Needy Families (TANF) clients
- General Assistance (GA) clients
- Supplemental Security Income (SSI) clients
- Pharmaceutical Assistance for Aging and Disabled (PAAD) clients
- Anyone who cannot pay because of a matter beyond their control (e.g. unemployment, illness)

All recipients of LIHEAP, USF, and Lifeline benefits are automatically protected by the program.
