The local application agencies highlighted in our Utility Assistance Programs page, include local CAPs (Community Action Programs) and CBOs (Community Based Organizations), each of which is the place to turn when you are having a problem paying your utility bills. These organizations are designed to help you access programs like LIHEAP, USF, and Weatherization. NJ County Board of Social Services
The Board of Social Services provides eligible county residents with financial, medical, and social services assistance.
